The name Surat one can find even in a holy book Mahabharat. It is one of the most important trading centers&#13;
from Moghul era and was known for its Jari work. Due to the port status, last 500 years are the witness of its&#13;
global presence and because of the same it had attracted people of various nations. After the arrival of British&#13;
people in India, it emerged as a center of textile and specific community of textile weaving, dyeing and tying&#13;
migrated from villages of near by regions and also from Sindh and Rajasthan. After the independence, it&#13;
emerged as an art silk capital of India and after the globalization and technology development, today; it is one of&#13;
the important urban cluster for textile business.

The amalgamation of business insight with the social responsibility, generating a positive impact on lives is the concept of the Social Entrepreneurship. The function of Social Entrepreneur is to identify the social problem and use the entrepreneurial principles to solve the same with a long term goal to bring broad-based social change. Despite its infancy in India, the Social Entrepreneurship has made significant contribution against the lethargic government and inefficient bureaucracy towards the many of the societal problems. This potential of the Social Entrepreneurship can be utilized to meet the targets of inclusive policy of the nation. India being heterogeneous in language, race and religion, culture, etc. suffers from the various kinds of social inequalities. Moreover, every third person in India, due to poverty is deprived from the education, employment, healthcare, sanitation, etc. resulting into social exclusion of the people. Successful examples Social Entrepreneurship like, Gramin Bank in Bangladesh, Amul in Gujarat have proved their worth in the process of social inclusion of marginalized people. However, the country needs many of such initiatives. The paper examines the features of Social Entrepreneurship to meet the various indicators of the social inclusion.

Education plays vital role in the socio-economic development of the country. Since, Higher Education contributes to the human resource of the nation; it has more significance for a country like India. Being a second largest and fastest growing economy of the world, India requires a huge infrastructure for Higher Education so as to brand knowledge based economy. However, National Education Policy, even after revisions could not yield satisfactory results. Plans, projections and targets designed to rejuvenate Higher Education sector still suffers several lacuna. At a juncture where classical Grant in Aid system seems to be failed and the privatization has its own drawbacks, there is a need to devise innovative hybrid solution to revamp the Higher Education sector. Public Private Partnership (PPP) is an arrangement between a government/statutory entity on one side and a private sector entity on the other, for the provision of public assets and/or public services, through investments being made and/or management being undertaken by the private sector entity, for a specified period of time. Because of greater efficiency, better delivery system, more accountability and value for money, the concept of PPP has received a wide acceptance in the various field of service delivery including the primary education. The paper presents the significance of the Public Private Partnership in improving the quality of Higher education in India.
