The development of and improvement of urban road network and its management has essential element for the development of a city. Vadodara city is fast developing city in the Gujarat state therefore the urban transportation system management have important factors for the continuous development of the cities and manage the transport system in systematic. For the performing the task the use of digital systems is required which is like GIS software have crucial application on urban transportation planning which is helps by preparing GIS database of for analysis and interpretation of the data by using different analysis tools and techniques by using ARC GIS 10.2 software. The developing of thematic GIS database is uses for easy understanding of the data user as well as easy to manage and manipulate the quarry of the required information. On this study developed thematic GIS database by integrating road network to evaluate the accessibility index and mobility of 19 wards and to prepare thematic based analysis of the result. Which is helps to evaluate the mobility and accessibilities of the 19 wards with each other and to evaluate the existing of road networks accessibility towards different service area as well as it used as the initial study of further urban transportation planning.

The second edition of the Highway Capacity Manual of the United States (HCM 1965) introduced the concept of the passenger car unit (PCU) as a measure to convert all types of vehicles in a traffic stream into an equivalent number of passenger cars. Indian Road Congress (IRC):- 106-1990 “Guidelines for capacity of urban roads in plain areas” delivers Passenger car unit factors for different classes of vehicles and capacity of urban arterial roads. The PCU factors suggested by IRC-106 have been derived considering the effect of lane width, percent grade, heavy vehicles etc. These guidelines are very old, and vehicles and construction technology of road have undergone considerable changes during the last two decades. This study presents a concept of dynamic passenger car unit suitable for the mixed traffic flow and shows that the PCU values for various types of vehicles are not a static factor as generally assumed. Data are collected on two different urban roads of Vadodara city having varying carriageway width, to determine PCU factors of different types of vehicles using Chandra’s method, Homogenization coefficient method and modified density method. so that comparisons of different methods for estimation of PCU factors are possible to each other and PCU factors delivered by Indian road congress (IRC-106:1990). The result shows that PCU value for a vehicle type varies with traffic volume and composition on the road and the carriageway width of the road being used. Flow - density relation is developed based on the 5-minute data extracted from the field survey. Using flow - density relationship, capacity of roads are estimated using static as well as Dynamic PCU values. The result shows that the capacity increase with the increase in carriageway width.

A review of relevant literatures covering the occupancy level of the vehicle and its impact on mobility suggest that, a heavy reliance on this mode of transportation increases the efficiency of urban mobility while at same time easing the level of congestion. The literatures reviewed also suggest that the presence of an efficient public transport system creates safe, sustainable and equitable urban mobility. The study evaluates the extent to which the public transport in Vadodara has an impact on the urban mobility of the city. It also asses the possible strategies and approaches that can be devised to enable this mode play a significant role in mitigating the worsening level of congestion that we see in the city today. The study mainly relies on the secondary data for its analysis and findings, however primary data has also been generated and analysed with the help of sample surveys and structured interviews.&#13;
The overall findings of this study revealed that despite the fact that an efficient public transport system is the best way to maximize urban mobility, in reality this mode of transport is in critical condition to begin within Vadodara. Furthermore it has been observed that increasingly heavier reliance on vehicles with small passenger carrying capacity, such as private automobiles and mini bus taxi is resulting in congested junction, with heavy traffic. Other factor such as the existence of only one dominant core area in the city, demand overlap that emanates from the similar working hour that are observed for almost all the institutions in the city have also been identified to be the main drawbacks that need to be addressed to create and efficient public transport system in Vadodara city.
